Texas State Library and Archives Commission
Rule Review Plan
The Texas State Library and Archives Commission submits this plan for review of its rules in accordance with Government Code §2001.039, regarding Agency Review of Existing Rules. The agency filed a plan for reviewing rules in February 2002 in compliance with House Bill 1, Article IX, §167, 75th Legislature, 1997. The plan submitted below supersedes the agency's earlier plan and any timeframes included therein.
The following schedule will be adhered to as closely as possible for reviewing all of the Commission's rules in Title 13 of the Texas Administrative Code. Notice inviting public comments on rules scheduled for review for the purposes specified in §2001.039, Government Code, will be filed at least 30 days prior to the meeting in which the rules are expected to be reviewed by the commission. For administrative continuity and public convenience, the commission plans to review all rules within a chapter during the chapter's assigned review period regardless of varying effective dates within the chapter.
Changes to rules under review will be proposed through the normal rule-making process and adopted in a subsequent commission meeting.
Chapter 9, Talking Book Program, to be completed by August 31, 2006.
Chapter 7, Local Records, to be completed by August 31, 2007.
Chapter 5, County Librarian Certification, to be completed by August 31, 2007.
Chapter 2, General Policies and Procedures, to be completed by August 31, 2007.
Chapter 4, School Library Programs, to be completed by July 1, 2008.
Chapter 1, Library Development, to be completed by July 1, 2008
Chapter 3, State Publications Depository Program, to be completed by February 28, 2009.
Chapter 6, State Records, to be completed by February 28, 2009.
Chapter 8, TexShare Library Consortium, to be completed by February 28, 2009.
