Rule Transfer

Through enactment of Senate Bill (SB) 653, 82nd Legislature, 2011, Regular Session, the Texas Youth Commission (TYC) and the Texas Juvenile Probation Commission (TJPC) were abolished and the powers and duties of those agencies were transferred to the newly created Texas Juvenile Justice Board and Texas Juvenile Justice Department (TJJD) effective December 1, 2011. SB 653 created Title 12 of the Texas Human Resources Code, which governs the new board and department.

In accordance with SB 653, the rules adopted by TYC and TJPC became rules of TJJD until or unless amended or repealed by the Texas Juvenile Justice Board.

Effective Monday, June 4, 2012, the name of Title 37, Part 11 of the Texas Administrative Code is changed from the Texas Juvenile Probation Commission to the Texas Juvenile Justice Department, but the rule numbers and names under the part will remain the same.

The rules governing the TYC duties transferred under SB 653 are currently located under Title 37, Part 3. Effective Monday, June 4, 2012, these rules are transferred and reorganized under Title 37, Part 11, as reflected in the attached chart.
